1. Reason for Amendment

- Following the amendment of the Cosmetics Act (Act No. 21302, promulgated on December 30, 2025) to improve the safety management system of cosmetics—such as introducing a cosmetics safety evaluation system that requires cosmetics distributors to prepare safety evaluation data, have it reviewed by a safety evaluator, and retain it, as well as establishing and operating an integrated cosmetics information system—this amendment sets forth matters delegated by the Act and necessary for its enforcement, including exemptions from cosmetics safety evaluation and qualification criteria for safety evaluators.
- Furthermore, following the amendment of the Cosmetics Act (Act No. 21604, promulgated on April 28, 2026) to promote eco-friendly consumption in the domestic cosmetics industry and alleviate the burden of hiring personnel for small business customized cosmetics sellers by improving the mandatory employment obligation of customized cosmetics formulators, this amendment establishes matters delegated by the Act and necessary for its enforcement, such as training for employees substituting for customized cosmetics formulators.
- In addition, it aims to improve and supplement certain deficiencies revealed in the operation of the current system, such as reorganizing the qualification criteria and training requirements for responsible sales managers.

A. Clarification of Qualification Criteria for Responsible Sales Managers (Article 8) 

B. Designation of cosmetics that can be divided and sold by employing employees instead of a customized cosmetics formulator as shampoo, rinse, body cleanser, and liquid soap (Newly inserted Article 8-5) 

C. Exemptions from Cosmetics Safety Evaluation and Details of Safety Evaluation (Newly inserted Articles 10-2, 10-3, and 10-4) 

D. Relaxation of Training Requirements for Responsible Sales Managers and Customized Cosmetics Formulators 

E. Recall Procedures and Methods for Cosmetics Subject to Recall (Articles 14-2 and 14-3) 

F. Establishment and Operation of the Integrated Cosmetics Information System (Newly inserted Article 32-3)
