1. Reasons for Amendment 
- As the Hygiene Products Control Act has been amended (Act No. 21300, promulgated on December 30, 2025, and effective on December 31, 2026) to establish the hygiene products repacking business and the hygiene products consumer refill sales business—thereby alleviating inconveniences for business operators and supporting diverse business activities, while enabling the Minister of Food and Drug Safety and other authorities to order businesses ordered to recall hygiene products to publicize targets and reasons for recall upon receiving a recall plan—this amendment aims to stipulate matters delegated by the Act and necessary for its enforcement, such as defining the scope of hygiene products subject to the hygiene products repacking business and the hygiene products consumer refill sales business, facility standards, compliance matters for business operators, and administrative disposition criteria.

2. Key Contents 

A. Establishment of Hygiene Products Subject to Hygiene Products Repacking Business and Hygiene Products Consumer Refill Sales Business (Newly inserted in Article 1-2)
- Hygiene products excluding tattoo dyes, disposable cotton swabs, and wet wipes for food service establishments are designated as hygiene products subject to the hygiene products repacking business.
- Detergent and rinse aids are designated as hygiene products subject to the hygiene products consumer refill sales business.

B. Establishment of Facility Standards and Compliance Matters for Business Operators in Hygiene Products Repacking Business and Hygiene Products Consumer Refill Sales Business (Amendment of Attached Tables 1 and 2)

- The hygiene products repacking business shall be provided with facilities such as working facilities necessary for repacking and packaging hygiene products and warehouses to store products, and shall be prohibited from repacking and selling products past their expiration dates.
- For the hygiene products consumer refill sales business, the space where consumers can dispense as much as they want shall be separated or compartmentalized from spaces used for other purposes, and products shall not be dispensed and sold to consumers at locations other than the hygiene products consumer refill sales store.

C. Establishment of Emergency Recall Provisions for Harmful Hygiene Products (Article 26-2) 

- Emergency recall provisions for harmful hygiene products are newly established, and detailed matters such as contents are stipulated to quickly and effectively notify consumers of recall information regarding harmful hygiene products, and to have business operators who publicize the fact of harm notify the competent authority of the publicity results, thereby confirming whether the publicity has been fulfilled.
