1. Reasons for Amendment

- As the "Living Logistics Service Industry Development Act" has been amended (Act No. 21410, promulgated on February 27, 2026, to take effect on August 28, 2026) to allow the establishment of an association of small cargo delivery service workers in order to protect their rights and interests and improve service quality, this Amendment aims to prescribe the necessary matters concerning the requirements for establishing the workers' association and its business operations.

2. Main Contents 

A. Application for Establishment Authorization of the Small Cargo Delivery Service Workers' Association (Newly inserted Article 36-2, Paragraphs 1 and 2) Prescribing matters concerning the promoters, the number of persons consenting to establishment, and membership qualifications required to apply for the authorization to establish the Small Cargo Delivery Service Workers' Association.

B. Contents of the Articles of Association for the Small Cargo Delivery Service Workers' Association (Newly inserted Article 36-2, Paragraphs 3 and 4) Stipulating that the articles of association of the workers' association must include its purpose of establishment, location, matters concerning its duties, and matters concerning its operation, and requiring public notice of the contents when the establishment of the workers' association is authorized.

C. Recognition of Existing Workers' Associations Authorized Under Other Statutes (Addenda) Recognizing non-profit corporations established and authorized under other statutes (Civil Act) as the workers' association under the amended regulations, provided they are organizations intended to promote the sound development of living logistics service-related business and their members' common interests.
