1. Reasons for Amendment
- As the current average energy consumption efficiency standards and permissible greenhouse gas emission standards were established before the revision of the National Determined Contribution (NDC) and thus have limitations in achieving the revised NDC, this Amendment aims to tighten the average energy consumption efficiency and permissible greenhouse gas emission standards to achieve the transportation sector's targets under the revised NDC.
2. Main Contents
- Revision of the annual average energy consumption efficiency standards and permissible greenhouse gas emission standards from 2027 to 2030 (Attached Table 1 of the Proposed Notice).
- Updating the base year for motor vehicle sales volume that serves as the standard for small-scale manufacturers, changing the sales volume criteria, and classifying manufacturers whose domestic vehicle sales volume in the base year is 50,000 or fewer as medium-scale manufacturers to apply relaxed permissible greenhouse gas emission standards or average energy consumption efficiency standards (Article 6 of the Proposed Notice).
- Stipulating separate sales performance per vehicle for electric vehicles, plug-in hybrid electric vehicles, etc., from 2027 to 2029; calculating performance for hybrid vehicles by deducting greenhouse gas emissions from 2027 to 2029; and establishing grounds for reflecting indirect greenhouse gas emission reduction technologies recognized by the Minister of Climate, Energy and Environment in performance calculations (Article 9 of the Proposed Notice).
- Stipulating a repayment period of 5 years exclusively for performance records from 2027 to 2030 (Article 11 of the Proposed Notice).
