1. Reasons for Amendment

- As medium and large commercial vehicles emit significantly more greenhouse gases per vehicle than compact cars, making reduction an urgent priority, voluntary reduction has been encouraged thus far in consideration of the time required to improve fuel efficiency and develop zero-emission vehicles. As the voluntary reduction period comes to an end, this Guideline aims to establish average energy consumption efficiency standards and permissible greenhouse gas emission standards for medium and large commercial vehicles to effectively manage greenhouse gas emissions.

2. Main Contents

- Establishment of new average energy consumption efficiency standards and permissible greenhouse gas emission standards effective from 2026 onwards (Article 5 and Attached Table 1 of the Guidelines).
- Establishment of the obligation to submit performance data and specification of deadlines for submitting corrections and supplements regarding performance data (Article 9 of the Guidelines).
- Specification of the carry-over usage period for surplus achievements exceeding the average energy consumption efficiency standards and permissible greenhouse gas emission standards (Article 11 of the Guidelines).
- Establishment of the obligation to repay shortfalls for failing to meet the average energy consumption efficiency standards and permissible greenhouse gas emission standards (Article 12 of the Guidelines).
