1. Reasons for Amendment

- While a reporting system was introduced in 2008 to manage the import and export of wastes, scrap iron and non-ferrous metals were managed as items exempt from reporting, leading to institutional deficiencies such as the illegal export of electronic waste and copper scrap under the guise of scrap iron. In addition, this Amendment aims to provide flexibility in the reporting system for waste materials designated as circular resources due to their low hazardousness and high economic value, in order to stabilize domestic core resource supply chains.
