Following the enactment (April 7, 2026) of the "Special Act on the Designation and Development of International Logistics Promotion Areas" (proposed by Representative Min Hong-chul)—which aims to promote high-value-added activities such as logistics-based manufacturing and research at major hubs integrating airports, ports, and railways—this Decree aims to stipulate matters delegated by the Act and matters necessary for its implementation in time for the Act's enforcement date.

A. Master Plan (Draft Article 2)
Stipulates "minor matters" that do not require procedures such as gathering opinions or official gazette notification when amending the Master Plan for International Logistics Promotion Areas. These include obvious errors like simple typos, content changes due to the enactment of statutes, and matters that do not affect the overall direction of the master plan.
B. Designation of International Logistics Promotion Areas, etc. (Draft Articles 3 to 12)
Stipulates the procedures, required documents, and "minor matters" for modification regarding the designation, modification, and cancellation of area designations, as well as the requirements for designating an International Logistics Promotion Area. Furthermore, it outlines the contents to be included in the International Logistics Promotion Area Development Plan and defines "minor matters" for its modification.
C. Corporate Support (Draft Article 13)
Specifies the scope and details of support for infrastructure that the State and local governments will prioritize.
D. Special Cases concerning Regulations (Draft Articles 14 to 25)
Stipulates procedures such as applications and modifications for rapid confirmation of regulations, special cases for demonstration (regulatory sandbox), and temporary permits. It specifies the scope of logistics-related businesses subject to these regulatory exemptions. Additionally, it stipulates matters regarding the liability insurance that individuals or entities granted special cases for demonstration or temporary permits are obligated to purchase.
E. Information Platform (Draft Articles 26 and 27)
Specifies matters concerning the designation procedures, criteria, operation, and management of the dedicated agency for the International Logistics Promotion Area Information Platform.
F. Supplementary Provisions (Draft Articles 28 and 29)
Stipulates the receipt of regulatory exemption applications and the notification of results as tasks entrusted to specialized institutions, and specifies the criteria for imposing administrative fines.
