[Background]

Recently, as extreme weather events such as torrential rains and heatwaves become more frequent due to climate change, there is an increasing risk of user entrapment and casualties caused by the flooding of elevator pits, as well as elevator malfunctions due to the overheating of machine rooms. Accordingly, this amendment aims to require the installation of flood detection devices in elevators operating in basements, etc., to automatically evacuate users to a safe ground floor in the event of flooding, and to establish provisions for maintaining appropriate temperatures in machine rooms, etc. Furthermore, it seeks to reflect the latest international standards and improve upon certain deficiencies in the current standards, such as citation and translation errors.

[Main Points]

A. Mandating the installation of flood detection devices in elevators operating in basements and those installed in floating structures. Upon detecting a flood, the elevator car must automatically move to a designated ground floor, open its doors, and suspend operation (Draft Item E, Paragraph 6.1.5.1 of Attached Table 22).

B. Recommending the installation of air conditioning systems, etc., to maintain appropriate temperatures in the machine room or hoistway (Draft Paragraph 6.1.3 of Attached Table 22).

C. Reflecting the latest international standards and rectifying citation and translation errors, as well as some unclear expressions, within the safety standards (Draft Attached Table 8 and Attached Table 22).
