Reasons for Proposal

The current Act requires sprinkler systems to be installed in any medical facility with at least six floors or with at least four floors where the floor area is at least 1,000 square meters, excluding an intermediate care hospital, mental medical institution, or medical rehabilitation institution. It also requires smoke control systems to be installed only where a medical facility of a certain size or larger has been established in a basement or on a windowless floor. The problem is that sprinkler systems and smoke control systems are not installed in smaller medical facilities, making it diffcult to extinguish a fire at the initial stages and resulting in major losses of lives.

Accordingly, the Amendment prescribes that sprinkler systems and smoke control systems shall be installed in hospitals and other medical facilities regardless of their size and capacity thereof, thereby aiming to extinguish a fire in its early stages extinguish and save lives in a timely manner (Article 9, paragraph 2 and Article 11, paragraph 1).
