Reasons for Proposal

Automatic fire-fighting systems, such as sprinklers, are proven effective in extinguishing a fire in its early stages. Therefore, it is highly recommended to install sprinkler systems in a building to reduce damage caused by fires.

The current Act, however, only requires relatively large buildings floor-wise or floor area-wise such as specific fire-fighting objects with six (6) floors or more and care hospitals, etc., with total floor area of 600 square meters or more to install sprinkler systems, There is a growing concern that fires which occur in small buildings without such systems may turn into massive fires or cause extensive damage. Thus, in accordance with its use and characteristics, etc., those buildings, where extinguishing a fire at an early stage is important, need to be equipped with sprinkler systems regardless of the size of floor area or the number of floors. In response, this Amendment aims to require a building mostly used by elderly persons, children, and persons with disabilities, etc., who have difficulties in swiftly responding to fires, to install sprinkler systems without regard to its size (Article 9 (2) newly inserted, etc.).
