Reasons for Proposal

The government prescribes the mandatory formulation of mid- to long-term plans for key issues in the national territory, transportation, energy, and finance to minimize confusion in state affairs and the impact on the market economy caused by rapid policy implementation and transition, and to implement systematic and foreseeable policies. 

However, as the overall conditions of the nuclear industry have been aggravated due to the rapid implementation of the so-called nuclear power phase-out policy under the 8th Master Plan for Power Supply and Demand established by the government in 2017, various employment issues such as job loss and leave of absence continue to arise, especially in the nuclear power hubs such as Changwon, Gyeongnam

For example, as a leading nuclear power company recorded a deficit of tens of trillions of won, the sales of hundreds of subcontractors for nuclear power plants fell by 38% in just three years, resulting in a 14.3 percent fall in the number of employees.  In addition, 90 percent of the businesses in the region are found to have plans to hire no new employees or make a cut in their staff according to the CEO Economic Outlook Survey, thus direct or indirect employment difficulties continue to prevail due to the implementation of the government policy.

Therefore, the Amendment aims to include the case of a severe issue arising from the implementation of government policies, etc., in the requirements for the declaration of employment disaster areas, to require the Cabinet meeting to deliberate on the issue without delay and review whether to make the declaration in the event where the President is proposed by the Ministry and Employment and Labor to declare an employment disaster area, to raise the responsibility according to policy decision and transition of the government, and to enhance the employment stability of the nation and the rights and interests of workers (Article 32-2 (1) and Article 32-2 (2)).
