Reasons for Proposal

The current Act requires the labeling of a cosmetic product’s name, ingredients, and price on its primary or secondary package while requiring the labeling of key information such as expiry date only on its primary package that comes in direct contact with its content.

As a result, the expiry date or beyond use date, during which consumers can use the product safely, is not labeled on the secondary package but only the primary package, which causes consumer inconvenience since consumers have to open the secondary package to check its expiry date or exchange or return the product upon learning that its expiry date has passed after purchasing the product.

In this regard, this Act aims to require the labeling of a cosmetic product’s expiry date or beyond use date on both its primary and secondary packages to promote consumer benefits and prevent any potential safety incident caused by the use of any expired cosmetic product (proviso of Article 10, paragraph 2 newly inserted).
