Reasons for Proposal

The current Act promotes environment-friendly, sustainable development, and healthy and pleasant life of citizens by forecasting and assessing the environmental impacts of a plan or project and by preparing measures for environmental conservation when a plan or project that has an environmental impact is established and implemented.

Since global warming caused by greenhouse gases (GHGs) raises problems such as sea-level rise, air pollution, and damage to ecosystem diversity along with global temperature rise, critics have pointed out that it is necessary to reflect the environmental impact of greenhouse gases as an important subject matter when establishing or implementing a plan or project that has an environmental impact.

Therefore, this amendment aims to specify GHGs in the subject-matter of environmental impact assessment, etc., for projects subject to environmental impact assessment, such as an urban development project, plan to develop an industrial complex, and plan to develop energy sources (Article 7).
