Reasons for Proposal

The hydrogen economy, which is a new economic and industrial structure using hydrogen as the main energy source, is currently regarded as a fundamental alternative that can solve various problems in the carbon-centered economic industrial structure, such as greenhouse gas (GHG) and particulate matter (PM).

In relation to this, Korea is also promoting various systems to convert the economic industrial structure into a hydrogen economy, which include the promotion of hydrogen utilization through the spread of commercial hydrogen-electric vehicles.

However, because the production, storage, and transportation systems of hydrogen have not yet been advanced in Korea, and the price of hydrogen is higher than that of existing energy sources such as oil and natural gas, price subsidies for hydrogen fuel are required to induce transport business entities to operate hydrogen-electric vehicles.

Therefore, this amendment aims to secure the price competitiveness of hydrogen fuel and promote the spread and utilization of hydrogen-electric vehicles by establishing a hydrogen fuel subsidy system that allows the head of a Si/Gun, etc., to subsidize all or part of the expenses required for hydrogen charging of hydrogen-electric vehicles to transport business entities prescribed by Presidential Decree and by stipulating matters necessary for the operation of the system (Article 50 (7) newly inserted).
