Reasons for Proposal

Currently, 99% of aviation logistics in the southeastern region are handled at Incheon International Airport, and it costs around 700 billion won each year for logistics alone. In order to achieve balanced development for co-prosperity and secure regional competitiveness, it is essential to build a gateway airport oriented toward logistics and passenger transportation across the southeastern region. 

In addition, it is necessary to expand transportation networks such as roads and railways linking the newly constructed airport with major cities in the southeastern region, and develop and build cities and industrial complexes for logistics, etc., nearby to create new momentum for future development and growth in the southeastern region. 

Gadeokdo will be the most suitable candidate for such a new airport as it will be operational around the clock as a gateway airport geared toward logistics and passenger transportation without causing any damage resulting from noise, and it has no obstacles and no restrictions on medium and long-distance operations, thus having safety, scalability, and accessibility. 

Therefore, the Bill aims to stipulate matters concerning the establishment of plans, procedures, support projects, procurement of needed financial resources, administrative and financial support from the State, special provisions, and deregulation necessary for the project to facilitate the prompt construction of a new airport in the southeastern region, promote the successful hosting of the 2030 World Expo in Busan, and further contribute toward reinforcing the national competitiveness and balanced national development by means such as developing a logistics platform in Northeast Asia. 

Details

A. Stipulates matters necessary for the prompt implementation of the construction of a new airport in Gadeokdo, Gangseo-gu, Busan as a gateway airport in the southern region centered on logistics and passenger transportation and a new airport in the southeastern region so as to contribute to the balanced national development and the strengthening of national competitiveness (Article 1).

B. Promote the basic direction toward the early construction of the new airport in the southeast region as a gateway airport oriented toward logistics and passenger transportation for easing the concentration in Seoul and hosting the 2030 World Expo in Busan in a successful manner (Article 3). 

C. Stipulate matters concerning the implementation of a new airport construction and support projects, including the exemption and reduction of prior procedures, such as preliminary feasibility studies, and the establishment of master and plans (Articles 7 through 13).

D. Allow the State to subsidize expenses incurred in the construction of a new airport in the southeastern region or lend financial funds within budget for the project implementer, and provide priority support to the construction of transportation facilities, such as railways and roads related to the new airport, new towns, and infrastructure for logistics and industrial complexes so as to facilitate the new airport construction project (Articles 14 and 15). 

E. Prescribe matters allowing the State and local governments to provide tax relief, financial support, support for projects carried out with private capital, and other special treatment, if necessary for the smooth implementation of the new airport construction project (Articles 16 through 23). 

F. Prescribe the preferential treatment for enterprises in the area where the new airport is built and tax relief and financial support for foreign invested enterprises occupying the new airport construction area (Articles 24 through 27). 

G. Prescribe special provisions, etc. for eligibility to occupy the free trade zone and introduction of the general bonded area scheme so as to revitalize the new airport and surrounding area (Articles 28 and 29). 

H. Establish an airport corporation as the new airport operator so as to hold exclusive responsibility for efficient operation and management of the new airport and prescribe matters on the major project an operation by law (Articles 30 through 32).
