Reasons for Proposal

Countries around the world have made many efforts to research and develop hydrogen, an eco-friendly source of energy, and many solutions have been developed to use hydrogen as energy for hydrogen vehicles and fuel cells for transport or power generation.

Recently, many solutions are being pursued in Korea to manufacture, store, transport, and use hydrogen as an eco-friendly source of energy for the future.

Some say that hydrogen cities need to be established as a future-oriented city with hydrogen as its main source of energy along with infrastructure and public facilities in place while developing technologies for the design, construction, and operation of such cities.

In this regard, this Act aims to define the efficient construction and operation of hydrogen cities, defined as a sustainable city with residential, transportation, and industrial systems using hydrogen as their main source of energy, to improve their competitiveness and promote sustainable development in an effort to enhance the quality of life for people and contribute to discovering national growth engines.

Details

A. Define the efficient construction, operation, and support of hydrogen cities, defined as a sustainable city with residential, transportation, and industrial systems using hydrogen as their main source of energy, to promote sustainable development for the economy and enhance the quality of life for people (Article 1)

B. Define hydrogen cities as a sustainable city with residential, transportation, and industrial systems using hydrogen as their main source of energy (Article 2 subparagraph 1)

C. Require the Minister of Land, Infrastructure and Transport to establish a Comprehensive Hydrogen City Construction Plan every 5 years to efficiently construct and operate hydrogen cities and confirm upon review by the Hydrogen Economics Committee under Article 6 of the Act on the Promotion of the Hydrogen Economy and the Safety Management of Hydrogen (Article 6)

D. Require the Special City Mayor, Metropolitan City Mayor, Special Self-governing City Mayor, Special Self-governing Province Governor, City Mayor or head of Gun to establish a Hydrogen City Construction Implementation Plan that considers a Comprehensive Plan to conduct the Hydrogen City Construction Project in his/her jurisdiction (Article 7)

E. Allow the Minister of Land, Infrastructure and Transport to set permission criteria differently about the extent and scope of permission for certain acts under the Act on Special Measures for Designation and Management of Areas of Restricted Development, permission to occupy and use a road under the Road Act, and permission to occupy and use urban parks and greenbelts under the Act on Urban Parks, Green Areas, etc., so that hydrogen facilities can be installed easily in hydrogen cities (Articles 16 through 18)

F. Require the Minister of Land, Infrastructure and Transport to establish and implement policies to promote and support the hydrogen city construction industry and the central and local governments to establish policies required to introduce, research, develop, and distribute new hydrogen city construction technologies by business entities and provide necessary support in an effort to develop hydrogen city construction technologies, improve technological levels, and promote the international advances of hydrogen cities (Articles 19 and 21)

G. Allow the Minister of Land, Infrastructure and Transport to designate pilot hydrogen cities and seek pilot projects to promote the use and diffusion of hydrogen city construction technologies and implement hydrogen cities and provide administrative and financial support to business entities in pilot projects (Article 22)

H. Allow the Minister of Land, Infrastructure and Transport to designate research institutes, organizations, or entities related to hydrogen city construction as hydrogen city construction support organizations as prescribed by Presidential Decree to promote the efficient construction, operation, distribution, and diffusion of hydrogen cities (Article 24)

I. Allow the Minister of Land, Infrastructure and Transport to designate research institutes, organizations, or entities related to hydrogen city construction as hydrogen city construction industry promotion and support centers to promote the hydrogen city construction industry ecosystem and efficiently distribute and facilitate hydrogen technologies (Article 25)
