Reasons for Proposal

The Enforcement Rule of the Customs Act or the Notice of Korea Customs Service define duty-free standards for agricultural and fishery products as 1 kg for pine nuts, 10 kg for beef or pork, and 5 kg for other low-priced products, and they are applied to control the range of duty-free customs clearance for such products.

Nonetheless, small importers use intraday travel to neighboring countries like China or Japan to bring agricultural and fishery products into Korea as tourist products, which decreases price competitiveness for Korean agricultural and fishery products and adds difficulty to farmers and fishers.

In particular, no annual limits are set for duty-free products carried by tourists, and duty-exempted agricultural and fishery products continue to enter the country through intraday international travel.

In this regard, this Act aims to set annual duty-free limits for agricultural and fishery products carried by tourists or sent as separate baggage and allow duties to be exempted only within the range that effectively protects the domestic production market from imported agricultural and fishery products (Article 96 paragraph 1).
