The current Act prohibits the operation of motor vehicles (excluding two-wheel motor vehicles) that are not registered in the motor vehicle register following the application for registration to the Special Metropolitan City Mayor, Metropolitan City Mayor, Metropolitan Autonomous City Mayor, Do Governor, or Special Self-Governing Province Governor (hereinafter referred to as Mayor/Do Governor) and, in certain cases, the Mayor/Do Governor may refuse the registration of a motor vehicle.

There is a need to recognize the severity of climatic crisis such as natural disasters, etc. due to the climate rapidly changing recently and to prepare active and practical countermeasures for the reduction of greenhouse gas. Where greenhouse gas emission by land transportation accounts for 11.9% of the total greenhouse gas emission in Korea, achieving carbon neutralization wherein the net greenhouse gas emission becomes zero requires restricting the operation of internal combustion engine vehicles.

Therefore, the aim is to promote the execution of a carbon-neutral society and to contribute to the improvement of public benefits by the method wherein the Mayor/Do Governor refuses the new registration of internal combustion engine vehicles from 2035 (Establishment of Article 9(5)-2).
