Reasons for Proposal and Major Provisions


Valet parking is a service where customers’ vehicles are parked for them by a valet in the parking lot of a department store, restaurant, hotel, or other business. Due to the increasing popularity of the service, there has been a surge in such issues as businesses forcing customers to use valet parking, vehicle damage caused by minor collisions, and illegal parking, and this has created a growing need to regulate valet parking services. However, the current Act does not prescribe a legal framework to address these issues and regulate valet parking services in a systematic manner. 

Accordingly, the Amendment prescribes grounds concerning the provision of valet parking services, stipulates basic obligations for valet parking service providers, and prescribes penalties for non-compliance, thereby aiming to protect users of valet parking services and create a healthy environment for the use of valet parking services (subparagraph 14 of Article 2 newly inserted, etc.).
