Reasons for Proposal

In order to induce systematic management and safe operation of motorcycles, the current law obliges those who intend to operate motorcycles to report their use to the head of the Si/Gun/Gu and attach a motorcycle license plate before operation, and it is stipulated that if a person who uses a two-wheeled vehicle discontinues its use, the discontinuance of the use shall be reported to the head of the Si/Gun/Gu. 

However, as the delivery agency service has recently been activated due to COVID-19, the traffic law violations of motorcycles who do not report their use or do not attach motorcycle license plates, and the citizens’ anxiety about the risk of traffic accidents are increasing, raising fines for illegal activities is intended to raise awareness of riders and promote safe operation.

In addition, the production information of motorcycles is unclear because it is not computerized, and there is no vehicle scrapping system as motorcycles are excluded from the scope of work in the automobile dismantling and recycling business, so there are high concerns about environmental pollution due to unauthorized neglect, damage to urban beauty, crime abuse of old motorcycles, etc. Accordingly, this amendment is intended to provide more systematic management of motorcycles by establishing a scrapping system for motorcycles.



Major Provisions

A. Raise the fine for those who operate motorcycles without reporting its use or without attaching motorcycle license plates. (Article 84 (3) and (4)).


B. Add the acceptance of motorcycles requested to be scrapped, the recovery of reusable parts, and the act of reporting the scrapping and discontinuance of vehicles to the work scope of the automobile dismantling and recycling business (Article 2 subparagraph 9).


C. Stipulate procedures, etc. for reporting the discontinuance of the use of the motorcycle, and those who manufacture motorcycles, etc. shall transmit manufacturing information to a computerized information processing organization (Articles 48-2 and 49-3).


D. Stipulate matters to be observed by the automobile dismantling recycling business operator when scrapping motorcycles, and administrative sanctions, etc. when violated (Articles 52, 66, 80, 82 and 84).
