Reasons for Proposal and Major Provisions


Under the current Act, any person who has opened a veterinary hospital is able to purchase prescription drugs for human use from pharmacists for the purpose of treating animals.


In such cases, pharmacists must record the name of the person who has opened a veterinary hospital to whom they sold a drug, the name, quantity, and date of sale of the drug sold in the drug management ledger, but it has been pointed out that this is just a receipts and payments ledger, making it difficult to properly grasp the sales details of prescription drugs for human use, and there is a limit to preventing misuse or abuse of medicines.


Therefore, this amendment aims to establish a distribution management system to prevent the misuse or abuse of medicines by requiring the details of sales to be reported to the Korea Pharmaceutical Information Service (KPIS) when a pharmacist sells prescription drugs for human use to a person who has opened a veterinary hospital (Article 50 (3) newly inserted).
