Reasons for Proposal and Major Provisions

According to the results of a survey conducted in 2022 by the Korea Institute for Health and Social Affairs, 64.2% of the young caregivers complained of difficulties with obtaining information about applicable policies, and thus, some suggest that it is necessary to prepare a support system for young caregivers. 

The current Act, however, defines the rights and responsibilities of young people and the duties and obligations of local governments and specifies the establishment and coordination of youth policies and support for young people, but some point out that the legal basis is not clear for supporting young caregivers.

In this context, this Partial Amendment aims to add the definition of young caregivers, prepare the basis to conduct a survey about young caregivers, and thereby reinforce support for young people caring for their family members and practically serving as the breadwinner (Act No. 19253; Partial Amendment to the Framework Act on Youth; Article 3, Article 4 Paragraph 6, Article 8 Paragraph 3, etc.).
