Reason for proposal and main contents
The National Health Insurance Act requires the National Health Insurance Service (NHIS) to conduct medical examinations of subscribers and their dependents. However, students are excluded from those eligible for life-cycle medical examinations. Under the current law, school principals conduct medical examinations of students in some grades only.
Only students are excluded from the life-cycle health check-up system established by the Ministry of Health and Welfare (MOHW), which starts with infants and toddlers. Therefore, the medical check-up data of those belonging to the relevant age group tends not to be properly administered and the results are not utilized actively, resulting in blind spots in national healthcare.
Therefore, the bill aims to provide students with more effective and systematic health check-ups by integrating them into the life-cycle health check-up system managed by MOHW and NHIS (Article 7 and Article 7-2 (3) of the draft).
