Reason for proposal and main contents
The current Act stipulates that students' autonomous activities should be encouraged and protected. The Enforcement Decree of the current Act also stipulates that school principals should provide all necessary support to encourage and protect the autonomous activities of their students.
Generally, however, students are not able to practice self-governance activities as the attention and support provided by the school authorities are insufficient.
Therefore, by directly stipulating that school principals are required to induce the necessary conditions to encourage and protect students' autonomous activities, and that the Minister of Education and the Superintendent of Education are required to provide the necessary administrative and financial support, the Act intends to contribute to revitalizing students' autonomous activities and to enhance the democracy, rationality, and efficiency of school management and administration (Newly established Article 17 (2) of the draft).
