Reason for proposal and main contents

It has lately been reported that some of the products sold by mail order brokerage business operators are harmful to the human body as they are contaminated with heavy metals or emit electromagnetic waves that exceed the limit allowed in Korea, causing such problems as individual buyers having to check their safety themselves, as they provide no labeling or information for consumers.

On the other hand, in the case of those who request a mail order brokerage, it is also difficult for them to identify the certifications related to the goods being sold, as the operators of such services run very small businesses. 

Therefore, the proposed revision is designed to enhance the right of local consumers to select goods and to protect their health, while preventing the sale of harmful articles by requiring the mail order brokerage business operators to inform consumers as to whether they have obtained the necessary certification at the time the items are manufactured, sold, or imported into Korea, when they are entrusted to provide a mail order brokerage service (Newly established Article 20 (3) of the draft).
