Profile of Dr. Kim, Sung-Jin

Dr. Kim has been the Foreign Investment Ombudsman since August 2018.

He primarily resolves the grievances of foreign- invested companies while improving the overall business environment in Korea.

From 2007 to 2008, he was the Administrator of the Public Procurement Service. Prior to that, he was the Deputy Minister for International Affairs of the Ministry of Economy and Finance in the Korean government.

Dr. Kim originally started his civil service career with the Ministry of Economy and Finance after passing the high-level public officer qualifying exam. He has worked in a wide range of posts within the finance ministry where he handled domestic securities and financial policies, negotiated for Korea to join the OECD, and, as the Deputy Minister for International Affairs, led negotiations to conclude the U.S.-Korea Free Trade Agreement. These experiences provided him opportunities to become an expert in both domestic and international finance and global economic cooperation.

His breadth of experience spans beyond the finance ministry. During his time as a public official, he also worked at the Office of the Prime Minister, as well as the Presidential Secretariat, and United Nations Center on Transnational Corporations(UNCTC) in New York.

After retiring from public service in 2008, he continued to be an integral part of Korea’s business environment. He taught and conducted research on international finance, capital markets and economic policies as a senior advisor and visiting fellow of the Korea Capital Market Institute and as an adjunct professor at Soongsil University, until being appointed as the seventh Foreign Investment Ombudsman of Korea.

Education

Dr. Kim received his Bachelor's degree in Business Administration from Seoul National University. Following this, he earned a Master of Engineering degree in Industrial Science from Korea Advanced Institute of Science and Technology (KAIST). He continued his studies at the University of Washington where he attained a Master’s degree in Economics. Later, he completed his Ph.D. in Economics at Kyunghee University.
