(1) Reasons for Proposal

This Amendment newly inserts standards and specifications for disposable panty liners and dry tissues for wet wipes, which have been added to the scope of hygiene products in accordance with the enactment and promulgation of the Enforcement Decree of the Hygiene Products Control Act (Presidential Decree no. 28726; Mar. 27, 2018).

(2) Major Provisions
A. Newly insert individual standards and specifications for the two types of hygiene products, and clarify the manufacturing standards for wet wipes for food service establishments [No. 3., items 18. and 19.; and 10. 3)]
1) Need to prescribe standards and specifications for disposable panty liners and dry tissues for wet wipes, which were previously unregulated but now have been added to the scope of hygiene products
2) Newly insert individual standards and specifications for the two types of hygiene products
3) Clarify usage standards for food additives used to manufacture wet wipes for food service establishments
4) Improve the level of national hygiene by managing standards and specifications concerning products in a blind spot

B. Newly insert and improve test methods in accordance with individual standards and specifications [No. 5. 4. 15. 26. 30. 31. 32. 33. 34)]
1) Need to prescribe test methods to perform checks with respect to the newly inserted standards and specifications for the two types of hygiene products
2) Newly insert test methods for six items including formaldehyde and absorbency under the standards and specifications for disposable panty liners
3) Improve previously prescribed test methods for standard plate count and azo dyes
4) Improve the accuracy and reliability of test results by newly inserting and improving test methods
