A. Specify the scope and method of reporting to the Minister of Land, Infrastructure and Transport changes in key devices and features, operation information, and traffic accident information by a person who has obtained a permit to temporarily operate an autonomous driving motor vehicle

B. In Article 40-12 (Standards for Authentication of Efficiency/Quality of Replacement Parts) and other relevant provisions, change “motor vehicle manufacturer” to “motor vehicle producer” and change “agency authenticating efficiency/quality of motor vehicle parts” to “replacement parts efficiency/quality authentication agency”

※ Amendments to subordinate laws in accordance with the amended Motor Vehicle Management Act (Act no. 14950; promulgated on October 24, 2017; to be enforced on April 25, 2018)

The Enforcement Rule of the Motor Vehicle Management Act shall be partially amended as follows.
Article 26-3 shall be newly inserted as follows.
Article 26-3 (Reporting Information on Autonomous Driving Motor Vehicles) ① In Article 27 (5) of the Act, “changes in key devices and features” means matters falling under the following subparagraphs, for which a report shall be submitted using the attached Form 102:
  1. Where a drive mode is added to, or the operating speed range is increased in, a test or research protocol under Article 26 (1) 1;
  2. Where the quantity of a structure or device, specified in the manual on the structure and features of an autonomous driving motor vehicle under Article 26 (1) 1, decreases or its performance degrades.
② In Article 27 (5) of the Act, “operation records and other information on operation” means information falling under the following subparagraphs, for which a report shall be submitted using the attached Form 102-2:
  1. Cumulative mileage;
  2. Information on canceling autonomous driving features not intended by the driver;
  3. Information on the purchase of insurance.
③ In Article 27 (5) of the Act, “information on traffic accidents” means information falling under the following subparagraphs, for which a report shall be submitted using the attached Form 102-3:
  1. Date, time, and location of the accident, extent of damage, etc.;
  2. Information saved in any device installed in accordance with Article 26-2 (1) 4;
  3. In the case of a motor vehicle equipped with an accident recording device in accordance with Article 29-3 (1) of the Act, information saved in the device concerned.
④ Deadlines for reporting the information specified in paragraphs 1 through 3 shall be as follows:
  1. Within 5 days of the date of any change in key devices and features;
  2. By June 30 and December 31 of each year for operation records and other information on operation;
  3. Within 1 day by phone or other means of communication to report the occurrence of a traffic accident, and within 2 weeks after the accident to report information falling under the subparagraphs of paragraph 3.
In Article 40-12 (1) 1 and 2, “motor vehicle manufacturer” shall read “motor vehicle producer.”
In Article 40-13 (1), “motor vehicle parts” shall read “replacement parts.”
In Article 40-14 (1) excluding the subparagraphs, “an ‘agency authenticating efficiency/performance of motor vehicle parts as prescribed by Ordinance of the Ministry of Land, Infrastructure and Transport’ means” shall read “an ‘entity that meets the standards specified by the Ordinance of the Ministry of Land, Infrastructure and Transport’ means.”
Attached Forms 102, 102-2, and 102-3 shall be as follows.

Addenda

Article 1 (Enforcement Date) This Rule shall enter into force on April 25, 2018.
