(1) Reasons for Proposal

As growing numbers of people are contracting legionellosis per annum, this Amendment aims to prevent legionellosis infections and to improve public health standards, by providing the standards for residual chlorine and cleaning of water tanks, etc., of public bath businesses and lodging businesses where the incidence of legionella is relatively high. Also, some lodging businesses are randomly using cleaning tools or failing to keep their room amenities, etc., clean.

Accordingly, this Amendment aims to ensure public health control by establishing the standards for cleaning of rooms, etc.

(2) Major Provisions

Where bath water is filtered through circulation (“Recirculating Filtration Method”), the water quality standards of bathhouse shall include residual chlorine concentration, hydrogen ion concentration, and the level of legionella to prevent legionellosis and to improve bath water quality (attached Table 2).

Bath water used in recirculating filtration shall be subject to a legionella inspection at least once a year to regularly check water quality, and the temperature and free available residual chlorine shall be measured and recorded at least once a day (attached Table 4)

All water tanks used in lodging businesses and public bath businesses shall be disinfected and cleaned according to the Water Supply and Waterworks Installation Act at least once every six (6) months, and hot water shall be preserved at 60 degrees Celsius or higher (attached Table 4).

A person who cleans rooms, public baths, etc., shall categorize and use cleaning tools based on their original purposes (attached Table 4).
