(1) Reasons for Proposal
In response to the increasing need for the managment of new types of electricity meters, such as IoT-converged electricity meters, new reneqable energy (small-scale dispersed generation), electricity meters for electric vehicle fast charging, this Amendment aims to specify the criteria for type approval and verification as to IoT-converged digital meters for alternating power and digital meters for direct power.
(2) Major Provisions
Reflect requirements commonly applicable to electricity meters by newly inserting “Section 1-1: General Requirements for Electricity Meters” in the Amendment to the Technical Standards for Electricity Meters
- Synchronize the system with the international standards on electricity meters of the International Electrotechnical Commission (IEC)
- Include software requirements regarding digital meters
Amend “Section 1-1: Criteria for Type Approval of Inductive Electricity Meters” in the current Technical Standards for Electricity Meters to “Section 1-2: Criteria for Type Approval of AC Inductive Electricity Meters” in the Amendment to the Technical Standards for Electricity Meters
Amend “Section 1-2: Criteria for Type Approval of Digital Meters” in the current Technical Standards for Electricity Meters to “Section 1-3: Criteria for Type Approval of AC Digital Meters” in the Amendment to the Technical Standards for Electricity Meters and include technical requirements for electricity meters with IoT functions
Newly insert “Section 1-4: Criteria for Type Approval of DC Digital Meters” in the Amendment to the Technical Standards for Electricity Meters
Relax certain regulations by amending provisions on processing the alteration of type approval
- Where product design, such as components in the power input terminal, pulse calibrating constant, same series (left-right both sides access-type, up-down both sides access-type), etc., alters, this shall be treated not as a new type approval, as has been the case, but as a type approval.
