(1) Reasons for Proposal
As medical waste is on the rise every year with only 13 incineration facilities entrusted to treat it, this Amendment aims to prepare alternative treatment measures to be taken when there is a shortfall in the capacity of such facilities, to requires waste landfill facilities to record and preserve the measurement results of the flow and level of leachate discharged therefrom, thereby resolving some inadequacies arising from the current system.
(2) Major Provisions
A. Prepare safety treatment measures for medical waste (attached Table 5)
Allow incineration facilities for designated waste other than medical waste or general industrial waste to treat general medical waste that has not been disposed of due to a limited capacity of medical waste treatment facilities
B. Strengthen the management of leachate from waste landfill facilities (attached Tables 11 and 19)
Require waste landfill facilities to record and preserve the measured value of the flow and level of leachate discharged therefrom, and to submit a comprehensive report on the results of research and analysis on leachate, and its impact on the surrounding environment
C. Restrict the recycling of harmful substances (attached Table 5)
Allow waste wood to be recylced as agglomerated charcoal on the condition that such waste wood is available as spent fuel for agglomerated wood charcoal in accordance with the Act on the Sustainable Use of Timbers (prohibit recycling waste wood containing harmful substances such as adhesives, paint, etc., to make molded charcoal)
