In accordance with the newly inserted Article 35-5 of the Long-term Care Insurance Act (amended March 13, 2018), this Amendment to the subordinate regulations adds “long-term care institutions for home care” to the scope of institutions subject to human rights education, and prescribes human rights education for founders, operators, and employees of such institutions.
(1)Reasons for Proposal
In accordance with the amended Long-term Care Insurance Act (Act No. 15443; promulgated on March 13, 2018; to be enforced on September 14, 2018), this partial amendment to the Enforcement Rule of the Long-term Care Insurance Act prescribes the method of human rights education and other matters delegated by the Act, and matters necessary for the enforcement thereof.

A. Partial Amendment to the Enforcement Rule of the Long-term Care Insurance Act
1) Applicability and method of human rights education, designation of human rights education institutions, criteria for administrative measures, etc. (Article 27-2 newly inserted)
Prescribe that content to be included in human rights education, method/duration, designation of human rights education institutions, criteria for the revocation of designation/business suspension of human rights education institutions, and other specific matters shall be in accordance with Article 1-3 (1) to (5) of the Enforcement Rule of the Welfare of Older Persons Act
