(1)Reasons for Proposal

Under the situations that the mobile communication standard was determined from 3GPP to the fifth generation (5G), that manufacturers are developing equipment, terminals, etc., that the frequency (3.5GHz, 28GHz) for 5G was determined and that operators are preparing to report the installation of radio stations for the 5th generation mobile communication service and to install them, this amendment aims to improve the standards to jointly use and install radio stations in an environmentally friendly manner; to newly insert standards to install 5G prior to the full-scale installation of radio stations; and to revise the notice to confirm that there will be no disruption to the commercialization of 5G mobile communication by complementing a number of weaknesses.

(2)Major Provisions
Newly insert the definition of terms such as 'antenna pole' and 'holder' that were used without definition (Article 2 3 and 4).

Newly insert the definition of terms by distinguishing existing antenna (detachable type) and the fifth generation (5G) mobile communication antenna (integrated type) (Article 2 5 and 6).

A. (Installing on buildings and the ground: common matters) Newly insert a provision that requires attachment of the same type of antenna to the holder if a detachable antenna and an integrated antenna are installed together on one antenna pole (Article 1.1 (1) (e), Article 2.1 (1) (e))
- Installing the same type of antennas contributes to the prevention of damage to natural view and urban view because the antenna specifications of 2G, 3G, 4G, and 5G are different.

B. (Installing on buildings: common matters) Revise by separating the standards for installing a detachable antenna and an integrated antenna on a single pole and a steel tower (Article 1.1 (3) (b))
- Allow only one antenna to be installed if a detachable antenna is installed on a single pole and a steel tower

- Contribute to prevent restrictions of the urban view by aligning many installed antenna poles to "fence frames or distributed frames.”

(Installing on buildings and the ground: common matters) Revise by deleting the individual provisions that all structures such as holders and antennas shall preserve the natural view and urban view and by transferring the provisions to the common matters (Article 1.1 (3) (f), Article 2.1 (3) (d))
F. (Installing on buildings: installation drawings by type) Newly insert the standard for the top height and the installment of screen fence when installing a fence frame and distributed frame (Article 1.2 (2) 1 and Article 1.2 (3) 1)
- Require that for antennas with different specifications, the bottom shall be covered by a screen fence at the height of the top

(Installing on buildings and the ground: installation drawings by type) Newly insert a standard for installing a 'detachable type,' 'integrated type' and 'detachable and integrated type' antennas that can be installed on a single pole, broadband pole and dual broadband pole (Article 1.2 (4) 2,3, Article 2.2 (2) 2,3 and (3) 3,4,5)
- Allow detachable antennas to be installed up to 18 units in two levels, integrated antennas to be installed up to 9 units in two or three levels and detachable and integrated antennas to be installed up to 12 units in two levels

※ Although the integrated antenna has the disadvantage of large diameter and excessive weight, it has the advantage of reducing the number of antenna poles.

H. (Installing on buildings: installation drawings by type) Newly insert a provision that allows installing a “monopole (single and multi-monopole)” to secure installation space for the fifth generation (5G) antenna (Article 1.2) (5)-1 and Article 1.2 (5)-2)
I. (Installing on the ground: common matters) Newly insert the specification that the round holder shall not exceed a radius of 66cm (within + 10%) from the antenna pole (Article 2.1 (3) (c))
J. (Installing on the ground: installation drawings by type) Revise by deregulating the protrusion standard of the transmitting equipment and receiving equipment from a broadband pole from 45cm (within + 10%) to 60cm (within + 10%) (Article 2.2 (2) 4)
K. (Installing on the ground: installation drawings by type) Newly insert a type and installation standard of a “dual broadband pole” to secure installation space for the fifth generation (5G) antenna (Article 2.2 (3) 1,2,6)
- The installation and approval standards for a dual broadband pole and the concealment standard for transmitting equipment and receiving equipment, etc.
※ Installation standard for detachable antennas or integrated antennas, and detachable and integrated antennas (refer to (g) above).
L. (Installing on the ground: installation drawings by type) Revise by deregulating the requirement that for steel pipes, the number of antennas shall be from 18 units with two levels to up to three levels by the free will of a service provider (Article 2.2 (4) 1)

- Require a number of individual radio stations to be concealed individually or together because the rooftop of a building is where radio stations’ antennas are likely to be densely installed
N. (Installing on the rooftop of buildings: common matters) Newly insert a provision that requires the disguising material and fence to be installed horizontally and vertically with the outline of a building, and the antenna to be installed in an environmentally friendly manner not to protrude outside the building (Article 1.1 (4), (5))
O. (Disguised as outdoor facilities on the ground: cases by type) Newly insert an approval standard for antennas, transmitting equipment and receiving equipment, and auxiliary facilities of steel pipes, broadband poles and dual broadband poles, etc. (Article 2.2 (5) 1)
