(1) Reasons for Proposal

This Amendment, with a goal of solving the problems of faulty design and construction of piloti-type buildings, which suffered extensive damage from earthquakes in Pohang, aims to tighten the requirements for taking video clips of construction process; expand cooperation between related specialized engineers when designing and supervising buildings; exclude the buildings that are constructed in accordance with standard drawings and specifications from the scope of buildings subject to submission of structural safety verification documents.

(2) Major Provisions

A. Expand the scope of buildings subject to having photographs and video clips taken, and the examining period (Article 18-2 (1) and (2))

Add a building of a unique structure and a piloti-type building with at least three floors to the scope of buildings subject to having photographs and video clips taken, and require photographs and video clips to be taken and kept whenever each floor is completed for a building of a unique structure and whenever the foundation work, columns where the load is transferred, and arrangement of reinforcing bars of bottom members are completed for a piloti-type building with at least three floors.

B. Simplify the procedure for submitting structural safety verification documents for standard drawings and specifications (Article 32 (2))

Require a building constructed in accordance with standard drawings and specifications to be verified for structural safety upon the approval of the standard drawings and specifications, and exclude such builidngs from the scope of buildings subject to the submission of structural safety verification documents upon the receipt of a building permission or report thereof

C. Expand related specialized engineers subject to cooperation (Article 91-3)

Expand related specialized engineers subject to a cooperation obligation when designing and verifying a piloti-type building with at least three floors to strengthen the expertise of seismic design
