(1) Reasons for Proposal
As a follow-up measure to implement the Comprehensive Measure on Management of Recycling Waste which was announced as a joint measure of relevant Ministries, this Amendment aims to strengthen regulations on the use of disposable products with respect to bakery businesses, large-scale marts and supermarkets that use vinyl bags in large quantities and to prescribe in detail the methods and standards for recycling battery types subject to Extended Producer Responsibility (EPR).
(2) Major Provisions
A. Strengthen regulations on the use of disposable products with respect to bakery businesses, etc. (attached Table 2)
Add bakery businesses, which use vinyl bags in large quantities but are not subject to regulation, to businesses prohibited from providing vinyl bags free of charge
Require large-scale marts and supermarkets, which are currently prohibited from the free provision of vinyl bags, to control the use of vinyl bags to encourage reduction in the use of vinyl bags
B. Clarify the methods and standards for recycling battery types (attached Table 6)
Clarify the methods and standards for recycling battery types by prescribing the types and content standards of heavy metal subject to control on battery type remnants, etc., due to the fact that the current methods and standards for recycling battery types are unclear as they only consist of ‘collecting used metallic materials and safely disposing of them'
