(1) Reasons for Proposal

This Amendment aims to prevent speculative demands for real estate and environmental damages and soil runoff of mountainous districts by changing photovoltaic power generation facilities from matters subject to conversion of mountainous districts to temporary use of mountainous districts; by including the facilities in matters subject to expenses incurred in creating forest replacement resources; and by enabling the facilities to be installed only when the average slope is 15 degrees or less.

(2) Major Provisions

A. Add photovoltaic power generation facilities to the matters subject to the temporary use of mountainous districts and provide the permission standards thereof (Article 18-2 and Attached Table 3-2 related with Article 18-2 (3))

B. Impose expenses incurred in creating forest replacement resources for photovoltaic power generation facilities (Attached Table 5 related with Article 23 (1))
