(1) Reasons for Proposal

In accordance with the division (March 29, 2016) of the Aviation Act into several separate Acts of which one is the Airport Facilities Act and its subordinate laws (June 27, 2018) that aims to provide a basis for taking administrative measures with respect to safety control standards and violators within airport safety protection zones, this Amendment aims to take amended matters into account and to improve and supplement shortcomings that have surfaced while the Regulation was in operation.

(2) Major Provisions

A. Change the title of notices relevant to the purpose of the newly enacted laws and newly establish and/or amend terms such as 'aviation work performer,' etc. stipulated in higher law (Article 1, each subparagraph of Article 3)

Change the relevant legal provisions (Aviation Safety Act→Airport Facilities Act) and newly establish and/or amend definitions of new terms (airport protection zone, above-ground work road) and existing terms (vehicle, taxiway)

B. Reflect changes in divisions and title of relevant regulations, etc. in accordance with organizational restructuring (Article 3, subparagraph 12, Article 14, Article 14, subparagraph 1)

Reflect changes such as 'head of the Jeju Aviation Management Office→head of the Jeju Regional Office of Aviation,' shutdown of the Aviation Information Office, cancellation of the 'Airport Facilities Management Rule' under Ordinance of the Ministry of Land, Infrastructure and Transport, etc.

C. Delete relevant regulations regarding safety within airport protection zones such as methods for passing, prohibited acts, etc. (Article 17 (1) 1, 3, 6, 8~9)

Delete overlapping provisions since regulations with which vehicles, etc., shall comply within airport protection zones such as acts of crossing and moving underneath an airplane, etc., have been stipulated in an Act
D. Delete provisions regarding administrative measures against violators of safety control standards such as suspension of service, etc. (Article 35~36, attached Table 2)

Delete overlapping provisions given the fact that i) regulations which provide the basis and standards for dispersing administrative measures such as suspension of service, cancellation of operation approval and suspension of operation work, etc., ii) regulations on procedure for raising appeals and iii) regulations on restraining violators, etc., have been stipulated in an Act
