(1) Reasons for Proposal
The high efficiency equipment certification for mechanical ventilation systems has been abolished (December 2017, Ministry of Trade, Industry and Energy) and it is necessary to prepare efficient ventilation performance standards to replace the certification. Moreover, although compulsory pre-heater installation has been prescribed to prevent condensation in heat recovery ventilators, this may hinder the development of diverse technologies and there is a need to modify the legislation. The Amendment also addresses and improves upon a number of weaknesses that have emerged from system operation.
(2) Major Provisions
A. Prepare performance standards for mechanical ventilation systems (attached Table 3)
Introduce performance standards (KS) equivalent to the abolished high efficiency equipment certification, and add the Green Technology Certification (Ministry of Land, Infrastructure and Transport, Ministry of Environment) as another option
B. Prepare condensation test conditions for heat recovery ventilators (attached Table 3)
Introduce test conditions (KS) as another option in addition to pre-heater installation to prevent condensation in heat recovery ventilators. Delete the exception provision such that hybrid ventilation systems that have been fitted with a heat recovery ventilator are subject to the same regulations
C. Clarify the person to which statements of confirmation of self-assessment are to be submitted (Article 9, paragraph 2)
Clarify that when applying for a pre-use inspection, a statement of confirmation of self-assessment shall be submitted to the “pre-use inspection authority” instead of using the term “project approval authority”
