(1)Reasons for proposal

In accordance with the enactment of the Act on Promotion and Management of Forest Technology (Law No. 15080, promulgated on Nov. 28, 2017, to be entered into force on Nov. 29, 2018) to promote research and development of forest technology and to systematically manage forest technicians, thereby improving the standard of forest technology and ensuring the quality and security of the forest industry, this Enactment aims to prescribe matters delegated by the Act and its Enforcement Decree as well as matters necessary for their enforcement.

(2)Major Provisions

A. Education and training of forest technicians (Article 4 and attached Table 1)

Prescribe detailed matters on the type of education and training that forest technicians shall complete and the time and duration of such education/training, etc.

B. Issue a license and a career certificate of forest technicians (Article 7~9)

Prescribe detailed matters on the procedure for issuing and managing career certificates of forest technicians which recognizes the experience of forest technicians in the forest technology service industry or forest business performance industry

C. Provide detailed standards for administrative dispositions against forest technicians (Article 10 and attached Table 2)

Prescribe detailed standards for administrative measures, including suspension or cancellation of license, against violations committed by forest technicians such as lending of licenses, etc.

D. Prescribe matters regarding registration, etc., of forest technology service providers (Article 11~17)

Prescribe detailed procedures for registration, registration change and report on temporary/permanent business closure of a forest technology service provider, matters to be included in basic/detailed design and work scope of supervisors, etc.

E. Provide detailed standards for administrative dispositions against forest technology service providers (Article 18 and attached Table 3)

Prescribe detailed standards for administrative measures, including suspension of business, cancellation of registration, etc., against violations committed by forest technology service providers such as false registration, lending of registration certificates, etc.

F. Issuance of forestry business performance certificate (Article 21)

Prescribe detailed matters necessary for the procedures of issuing and managing forestry business performance certificates such as the report on forestry business performance results, etc.

G. Assess and manage poor performance of forestry industry, etc. (Article 23 and attached Table 4)

Prescribe the scope of forestry industry subject to assessment of poor performance and prescribe detailed matters on penalty management such as the calculation and application of penalty points, etc.

H. Prepare a comprehensive report on safety inspections (Article 27 and attached Table 5)

Prescribe rules on the preparation, method of submission, period of storage, etc., of a comprehensive report on safety inspections and follow-up measures
