(1) Reasons for Proposal

As per the Amendment, of facilities required to be installed upon the registration of an end-of-llife vehicle recycling business, crushing facilities and incineration facilities shall be specified as waste treatment facilities under the Wastes Control Act. In the same vein, this Amendment prescribes grounds on which to require such facilities to comply with installation criteria, facility inspection and management criteria, and otherwise addresses and improves upon a number of weaknesses that have emerged from the operation of the current system.

(2) Major Provisions

A. Amend the registration criteria for end-of-life vehicle recycling businesses (attached Table 3)

Specify crushing facilities and incineration facilities (including incineration heat recovery facilities), among facilities required to be installed upon the registration of an end-of-life vehicle recycling business, as waste treatment facilities under the Wastes Control Act

B. Amend the registration criteria for waste gas treatment businesses (attached Table 3)

Require automotive dismantlers to install waste gas recovery units and recovery containers necessary for the recovery and storage of substances causing changes to the climate or ecosystem from end-of-life vehicles
