(1) Reasons for Proposal

There is a growing need to rationalize support for the waste vinyl recycling industry, where expenses, such as labor costs and remnant disposal costs, are continuously increasing. In response, this proposal aims to raise the compulsory recycling rate for composite material films, whose compulsory rate has been consistently exceeded. Moreover, there is a growing demand for converting fluorescent to LED, significantly decreasing the quantity of fluorescent lamps released and imported, and increasing the quantity of spent fluorescent lamps. This has raised concerns over accumulation and discontinued collection of materials due to exhausting recycling support funds. Accordingly, the Amendment aims to readjust the compulsory recycling rates by increasing the long-term target recycling rates for the two products.

(2) Major Provisions

A. Of the 2022 long-term target recycling rates for products and packaging materials, increase the long-term target of recycling rate for composite materials and film/sheet-type single and composite materials from 0.729 to 0.900

B. Of the 2022 long-term target recycling rates for products and packaging materials, increase the long-term target of recycling rate for fluorescent bulbs from 0.608 to 0.950
