(1) Reasons for Proposal

Although it is currenlty mandatory to install closed-circuit televisions in an underground or building-type off-road parking lot with more than 30 parking spaces, the network camera, which is a new type of crime prevention system, is already selling in the market with technological development, and thus, the Amendment allows the network camera to be considered as one of the crime prevention systems. Since the Parking Lot Act was revised (Act No. 14952, promulgated on October 24, 2017, and to be enforced on October 25, 2018), an accident investigation system has been introduced to identify accident causes in mechanical parking lots and to prevent the recurrence of similar accidents, and thus, the Amendment aims to stipulate the scope of critical accidents, method of accident reporting, and organization of the accident investigation team, etc. to implement the relevant system.

(2) Major Provisions

A. Crime Prevention System for Off-road Parking Lot (Article 6)

Add network cameras to the types of crime prevention systems

B. Serious Accident (revised Article 16-19)

Apply the same provision as "serious accident" that falls into the reasons for the precise safety inspection of mechanical parking lots

C. Reporting of Accident (Article 16-24 and attached Table No. 17 newly inserted)

Stipulate the content and method of accident reporting in detail and a form for the status report of mechanical parking lot accidents

D. Organization and Affairs of Accident Investigation Team (Article 16-26 newly inserted)

Organize the accident investigation team that consists of the investigation team head, accident investigators, and civilian experts; and precribe the detailed criteria for the mission
