(1) Reasons for Proposal
Although several institutional devices have been introduced, such as mandatory registration of campground businesses and legislation of the safety and hygiene standards for campgrounds, there are still concerns over the safety and hygiene of campsites. Camping has become an increasingly popular choice for family travelers and leisure seekers, and campground business operators are offering a growing variety of new campground convenience facilities.
Accordingly, this Amendment aims to enhance the safety of users by requiring campground business operators to purchase liability insurance, strengthening safety and hygiene standards for campgrounds, and otherwise addressing weaknesses that have emerged during the enforcement process.
(2) Major Provisions
A. Check compliance with campground safety and hygiene standards by requiring an inspection (test) certificate for electricity, gas, water quality, etc., to be submitted upon campground business registration (Article 2, subparagraphs 2 and 4)
B. Enhance user safety by obligating campground business operators to purchase insurance or become a member of mutual aid in preparation against losses of lives or property caused by campground accidents (Article 18, paragraph 6)
C. Strengthen safety and hygiene standards concerning fire, electricity, gas, water quality, etc., on campgrounds, and prescribe compulsory safety training for management staff other than the business operator (attached Table 7)
D. Modify the tourism business registration form and change registration form to perform preliminary checks of electricity, gas, water quality, etc. (attached Forms 1 and 6)
