(1) Reasons for Proposal

The Amendment strengthens the right to know of beneficiaries by increasing the scope of disclosure of information on long-term care institutions and modifies a number of phrases and terms in the attached forms, thereby aiming to address weaknesses in the operation of the current system.

(2) Major Provisions

A. Increase the scope of disclosure of information on long-term care institutions (Article 26, paragraph 1)
Promote beneficiaries’ right to know and the right to choose from long-term care institutions by adding the number of years of service of long-term care workers at their current institution, results of fire and general safety inspections of long-term care institutions, and other information on facility safety and management to the scope of information on long-term care institutions subject to disclosure
B. Amend the template for letters of approval for long-term care (attached Form 6)
Amend the excess reduction rate for recipients of miscellaneous medical benefits specified in the information for beneficiaries in the letter of approval for long-term care, in accordance with the increased reduction rate of excess for recipients of medical benefits
C. Provide information on accounts for receipt of care allowance for special cases (attached Forms 6 and 17)
State in the letter of approval for long-term care and application form for payment of family care benefit in cash that the “family care benefit in cash” may be received through a separately designated account for receipt of care allowance for special cases
D. Make improvements to matters concerning welfare equipment contracts in the long-term care benefit contract notice and benefit payment record sheets (attached Forms 11 and 16-2)
Add the product name, standard code, and date sold (lease period) in addition to the item name in the welfare equipment contract set forth in the long-term care benefit contract notice, and add instructions on how to write each welfare equipment-related item in the benefit payment record sheet
E. Add Special Self-governing City Mayors and Special Self-governing Province Governors to the types of heads of local governments (attached Forms 9, 10-2, 18, 20, 22, 23, and 26)
Specify Special Self-governing City Mayors and Special Self-governing Province Governors in addition to the heads of si/gun/gu
F. Modify other terms (attached Forms 28-3 and 35)
Modify “local autonomous body” to “local government,” and “care institution” to “long-term care institution”
