(1) Reasons for Proposal
The Amendment strengthens requirements concerning bisphenol A, etc., to ensure the safety of apparatus, containers and packaging for infants in advance and to comply with international standards; standardizes the tentatively-approved moisture-proof containers for dried foods; and otherwise modifies standards and specifications for apparatus, containers, and packaging.
(2) Major Provisions
A. Strengthen requirements for bisphenol A in apparatus, containers and packaging for infants (II. 3. B)
1) There is a need to proactively ensure the safety of apparatus, containers and packaging for infants and to comply with international standards
2) Increase the scope of the prohibition of the use of bisphenol A (BPA), dibutyl phthalate (DBP), and benzyl butyl phthalate (BBP) from nursing bottles (including nipples) to all apparatus, containers, and packaging for infants
3) Improve the health of infants by proactively strengthening safety control over apparatus, containers, and packaging
B. Newly insert specifications for the tentatively-approved polyethylene and polypropylene moisture-proof containers for dried foods (III. 1. 1-2 B.)
1) There is a need to allow all food manufacturers, etc., to use moisture-proof containers for dried foods, which were approved under tentative standards and specifications and permitted only upon application
2) Newly insert provisions under elution specifications to include moisture-proof containers for dried foods under polyethylene and polypropylene
C. Rephrase provisions concerning recycled synthetic resins (II. 1. N)
