(1) Reasons for Proposal
Although there is the ground on which to allow the head of a school to cancel a degree if it is received by improper means, there is no basis for canceling the credits and degrees received by improper means when a university or college has been closed in compliance with Article 62 of the Act. The Amendment, therefore, aims to provide a ground on which for the Minister of Education to cancel the credits or degree received by improper means when the awarding university has been closed in compliance with Article 62 of the Act.

A. Establish a ground on which for the Minister of Education to cancel a degree received by improper means when the awarding university has been closed in compliance with Article 62 of the Act(Article 52-3 newly inserted)
