(1) Reasons for Proposal
The Amendment prescribes that training on wearing protective gear (safety belts, safety helmets, safety shoes, etc.) shall be included in basic courses on construction work, thereby aiming to prevent construction accidents; amends provisions to state that where a day-to-day construction worker has completed a basic course on construction work as part of a training course run by the Constuction Workers Mutual Aid Association, he/she shall be construed as having completed the legally prescribed basic course on construction works, thereby aiming to improve convenience for trainees and students; and clarifies that instructors pursuant to the staffing requirements shall administer training on the topic concerned and specifies minimum training times for each instructor, thereby aiming to enhance the quality of training.
(2) Major Provisions
A. Prescribe that a basic course shall include information on wearing protective gear (safety belts, safety helmets, safety shoesk, etc.) and audiovisual or hands-on/virtual practice sessions (Article 13-2, paragraph 1, subparagraphs 1 and 2)
B. Make an exemption from the compulsory basic course on construction work for any student who has met the recognition criteria for basic courses on construction work and has completed a basic course as part of an education and training program carried out by the Construction Workers Mutual Aid Association to upskill its skilled construction workers, etc. (Article 13-8)
C. Require the staff of basic course providers to administer training on the topic concerned for at least 1 hour per week, and prescribe that expert staff falling under item A shall administer training on general topics of the basic course specified in the attached Table 3
