(1) Reasons for Proposal
The Amendment prescribes that if the Korean Industrial Standards cited in these Requirements are abolished but have not been amended or replaced with other technical standards, the abolished Korean Industrial Standards shall apply until technical standards will have been prepared for replacement. It deletes or relaxes relevant provisions concerning technologies that are no longer used in fishing vessels so that they can reflect the reality of the fishing industry; incorporates technology trends in the latest international agreements; and otherwise addresses and improves upon a number of issues and simple errors that have emerged from the operation of current provisions.
(2) Major Provisions

A. Prescribe that if the Korean Industrial Standards cited in these Requirements are abolished, the abolished Standards shall apply temporarily until technical standards will have been prepared for replacement, thereby aiming to strengthen the efficiency and suitability of application and prevent confusion at dockyards and other businesses (proviso of Article 4 newly inserted)

B. Delete provisions concerning marine evacuation systems, deck foam systems, wheels of paddle steamers, and other technologies that are no longer applied to fishing vessels, thereby aiming to better reflect reality (Article 5, Article 42, Article 62, Article 66, Article 71, Article 119)

C. Unify and strengthen the efficiency of technical requirements to reflect technological trends in the latest international agreements (OLAS, LSA, MSC, IEC), etc. (Article 10, Article 11, Article 26, Article 53, Article 175, Article 214, Article 347)

D. Formulate relaxed or alternative requirements for intercommunication systems (crew space, dining room/galley, steering room), transmitting heading devices, and automatic identification systems to account for the forms of fishing operations, fishing areas, and other actual circumstances of the fishing industry of Korea, thereby aiming to improve convenience for fishing industry workers (Article 121, Article 125, Article 127, Article 182, Article 187, Article 188)
