(1) Reasons for Proposal
The Tramway Transportation Act was amended (Act no. 15672; promulgated on June 12, 2018; to be enforced on December 13, 2018; and Act no. 15315; promulgated on December 26, 2017; to be enforced on November 29, 2018) to prevent safety accidents in tramway facilities, etc., by requiring tramway service providers and exclusive tramway operators to conduct test operations prior to an inspection of completed construction, and administer safety education to tramway transportation workers. Accordingly, this Amendment prescribes the test operation procedure and methods, scope and process of safety education, and other matters delegated by the Act and matters necessary for the enforcement thereof.
(2) Major Provisions
A. Prescribe test operation procedure and method, etc. (Article 8-2 newly inserted)
Require tramway service providers and exclusive tramway operators to formulate a test operation plan, conduct test operations for at least 40 hours, and report the results to the head of Si/Gun/Gu or Special Metropolitan City Mayor/Metropolitan City Mayor; and allow the heads of Si/Gun/Gu and Special Metropolitan City Mayors/Metropolitan City Mayors to issue orders for improvement/correction to tramway service providers and exclusive tramway operators where deemed necessary as a result of reviewing the test operation results
B. Prescribe the scope and process of safety education, etc. (Article 20-2 newly inserted)
Require tramway service providers and exclusive tramway operators to carry out safety education on a semi-annual basis and when hiring safety control managers, safety control and inspection/maintenance workers, tram drivers, and passenger assistants
