1. Reason for amendment

   The aim is to protect customers by reducing the economic and temporal burdens imposed by the conditions for small motor vehicle manufacturers, etc. to conduct safety examinations directly and by improving free repair conditions for “high-voltage electric devices” as core devices of electric cars in keeping with the growing trend of environment-friendly and advanced technologies.

2. Main contents

A. Safety examinations are divided into first safety examination and routine safety examination to ease the conditions for direct safety examination facilities of vehicle manufacturers, etc., which are not yet activated. (Draft for Article 37.2).

B. The conditions for direct safety examination facilities of vehicle manufacturers, etc. are eased, but the results of direct safety examinations shall be notified to performance test agencies; if safety examinations are requested or conducted by false or illegal means, direct safety examinations cannot be conducted for a period of one year (Draft for Article 37-2.3 and Article 37-2.4).

C. Safety-standard test facilities under Article 34 3 shall be procured for direct safety examinations unless motor vehicle manufacturers, etc. have the manpower equivalent to or higher than motor vehicle maintenance engineers (Draft for Article 38.1 and Article 38.2).

D. Protection of customers by improving free repair conditions for “high-voltage electric devices” in keeping with the growing trend of electric cars, etc. (Draft for Article 49-3.1)
